We started using Nature Journals when our toddlers were around 2. I waited until they started telling me about their drawings and what they represented.
The first time you use them, talk to your child about their notebooks and arrange a place for them that is accessible for when your child wants to write or draw.
We used our Journals in our backyard to start, but we soon began bringing them along with us when we go for walks or hikes. In these cases, I pull them out after they have had time to explore and seem ready for a break and invite them to draw. Other times when we find something interesting, I ask if they would like to draw or write about it.
At first, these will just be scribbles and that is okay. More representational artwork will come later in the Preschool years. After they are done drawing, offer to write a caption for them. I often say something like, "do you want me to write anything about what you drew?" or if your child prefers for you not to write on their work just ask "can you tell me about your drawing?" This way you at least hear what they were thinking about when they were drawing.
